I have a 1990 ranger, so I'm not sure my fuel filter is located where your is, but to find your, just start at your fuel tank, and follow your fuel line. It should take you to your fuel filter. Mine is mounted on the rail/frame just about where the driver seat is.
I didn't need any special tool to remove my fuel filter, but you will probably need some kind of 'quick disconnect' tool. Just go to your favorite store and ask which one you need.
Don't forget to relieve the fuel pressure before you remove your filter ;)
