2002 Ford Ranger Poor starting

The truck runs well, but after a stop of one hour or more takes much cranking to start, Main dealer says new fuel pump $1000 plus,but that seems wrong, because if it is without fuel the pump should run, no sign of leaks in system, where is fuel filter? I am told pump is in top of tank, as it is easy to lift the bed off, is this the way to go?

I would do a simple fuel pressure test before replacing (maybe a good) fuel pump
and dropping the fuel tank
Fuel filter on the frame rail

need manual CHECK IT @

fuel pump is on the frame rail under drivers door.
