The engine temp. gauge is maxed out, even when the engine is cold. Is the problem with the thermostat, the gauge or some kind of sensor?

If the gauge reads 'hot' even when engine is cold, I doubt it's your thermostat.
I'd check the sending unit, the gauge itself, and the wiring in between; depending on the type of gauge your car is using, you could have a wire partially grounded somewhere, or an open in the circuit.
