1999 Ford Ranger OB2 DLC no battery voltagge at pin 16

Actron 9180 reader communicate. No 12vdc at pin 16 of DLC. Battery vdc present at one side of fuse 5 in fuse panel. Other side of fuse 5(not Blown) does not have a wire connected in the fuse panel. Not broken off or hanging loose. Apparently never connected. Where does the DLC obtain power from?
Key on/off or engine running makes no difference.
