1999 Ford Ranger freeze plug

On the right side of motor there is a freeze plug that has what looks like a wire in it there is also a hole in plug that looks like it is supposed to be there or something is missing and water is pouring out of hole my book does not show that freeze plug or talk about it could use some help thank you

This is call a block heater you can purchase a new one from your local parts store. This is not an expensive repair.
If your going to install it read the directions as there is a certain position to install it and don't over tighten the center bolt or you'll be doing it all over again
