1999 Ford Ranger DLC has no Battery vdc at pin 16

Actron 9180 reader will not establish comm. No 12vdc at pin 16 of DLC. Battery vdc present at one side of fuse 5 in fuse panel. Other side of fuse 5(not Blown) does not have a wire connected in the fuse panel. Not broken off or hanging loose. Apparently never connected. Where does the DLC obtain power from?
Key on/off or engine running makes no difference.

DLC obtains power from fuse 17 in fuse/relay box under left hand side of dash .. same fuse as cigarette lighter ...
