All 3 bulbs not working. Owners manual does not identify a fuse for center high break light. Is there a fuse? If so, How can I find it?. Is there another possible diagnosis?

Hello,

This sounds like a faulty brake light switch.
The brake light switch is located under the brake pedal lever.
When you depress the brake pedal the switch gets triggered and all the brake lights come on.
Over time with wear and tear the switch can malfunction and stop providing power to the lights.

Here is a helpful video that explains how a brake light switch works:

I have attached diagrams for your reference.

Please let me know if you have any questions.
Thank you.
