1998 Ford Ranger won't start

My truck won't start. When I turn it over I get nothing.I have power going to the starter. I replaced the starter and cables. I have power going to the small wire on the starter when turning over but still get nothing. Tried it in neutral and get nothing.The motors not seized up and was running fine when I parked it. All the dashboard lights, light up when the key is on. I checked everything I can think of. I haven't checked the neutral safety switch. Could that prevent it from turning over?
