Wiper motor

Electrical problem
1994 Ford Ranger 4 cyl Two Wheel Drive Manual

My wipers work at low speed when I turn the switch to high speed. They do not work at any other position, including the delay settings. The motor has been replaced and I was told there is no relay for he wiper motor on this truck. Is the switch bad or is it in the wiring?

Multi-function switch send position signal to the interval governor (located left side of the ashtray )
and then from it to the wiper motor
also check and make sure wiper motor has a good ground
