1994 Ford Ranger fuel pump

No fuel pump pressure. Pulled fuel pump (was new in Oct '07) assuming was bad. Checked continuity was good, did a quick bench test 12v pump seemed to be working. Check voltage at plug only 9.7v. Checked voltage at relay 12v. Checked with code scanner came up with 543 fuel pump circuit open battery to PCM.
Not sure what to do next, Any help would be appreciated. Thanks

This can be either short to power in the front 02 sensor, or a short between the relay and the battery. Try unplugging the front 02, if it starts, test or replace it, it can also be the inertia switch, remove it, then shake it till it trips, test continuity, should be none, then reset it, should be cont. Reinstall if ok, replace if not, this can go all the way to the pcm, so be patient!
