1993 Ford Ranger 2.3L W/142K TIMING PROBLEM

I HAVE A 1993 FORD RANGER 2.3L W/ MANUAL TRANSMISSION W 142K. SUDDENLY LOST POWER, COULD NOT GET OVER 20 MPH. CHECKED COMPRESSION; ALL EXACTLY EVEN AT 170LBS. BOOK DOES NOT STATE WHAT IT IS SUPPOSED TO BE NEW, . CHECKED TIMING; SUPPOSED TO BE AT 10 DEGREES; IT'S FLUCTUATING BETWEEN 21-24 DEGREES. DOES A STRECTED BELT CAUSE THAT? OR WHAT? ALSO CHECKED THE EGR; CLEAN AND FUNCTIONING WHEN I SUCK ON IT. CHECKED THE EVR; IT'S BAD. I HAVE NOT REPLACED IT YET AS WHEN I CHECKED THE VOLTAGE ON THE EVR CONNECTOR WITH THE KEY ON; IT IS 12.5 VOLTS. BUT WHEN I IDLE; IT FLUCTUATES BETWEEN 14.7-19.2 VOLTS. IS THAT NORMAL? I DO NOT WANT TO REPLACE THE EVR UNLESS THAT READING IS NORMAL. CHECKED THE IAC; OK. CHECKED THE IAT; OK. CHECKED THE MAF; OK. AT IDLE, I BLOCKED THE INTAKE AND THE ENGINE DOES NOT DROP IN RPM. IS THAT NORMAL? I WOULD THINK IT WOULD DIE WHILE DOING SO.? PLEASE HELP ME AND THANK YOU IN ADVANCE FOR ANY SUGGESTIONS! HAPPY NEW YEAR! [/B]

Check your fuel pressure and volume and check for a restricted exhaust system

Key on engine off pressure is 35-45 psi key on engine running is 30-40 psi fuse 17 is a/c control

If the evr is bad, it wouldn't make your car struggle for 20 mph, but would probably contribute to a pinging problem since it may not supply enough vacuum to pull the egr open enough, they are a known part prone to failure. 170 psi is a healthy number, your engine is healthy given all are the same, that's good. It's funny, trying to find the compression psi is hard, most books just give you the high and low numbers.
