1999 Other Ford Models A/C only works on High

I own a 1999 Ford Mercury and my A/C only works when its turned on three (which is the highest setting) Any idea why that could be?

Yes, that is going to be a bad blower motor resister. It should located under the dash on the passenger side, next to the blower motor although you didn't list the model you have.
