2000 Ford Mustang wont stop on snow or ice

Help my car wont stop on snow or ice. When I put on the break the rear tires still spen. Had the breaks checked out and was tolld they are fine. If I put the car in nutural it will stop. So when it snows I have to put it in nutural at every stop sign or it will keep going. Is this because rear wheel drive?

Idle ipm is 800

What is your idle in gear RPM?

Idle RPM is 800rpm.

Brakes should be able to hold wheels from spinning. will they spin if you push hard on pedal? Dealer syas brakes good? Something isn't right
