When we try to acclerate from a stop there is no power. The car needs to get up 20 mph and 1500 rpm before the car begins to move with any response. At 30 mph and 2500 rpm it responds fairly good. We tried to put the car up on ramps, but it could not move more that about 2 inches up the ramp - even with the accelerator pushed to the floor. (the rpms max out at 700 with the accelerator pushed to the floor and held there)

You sure the transmission is not slipping? If not could be one of the following that's causing it

Dirty fuel injectors (cleaning the injectors often fixes this).
Bad MAP (manifold absolute pressure) sensor
Bad TPS (throttle position) sensor
Bad or dirty MAF (mass airflow) sensor
Low fuel pressure (leaky fuel pressure regulator or weak fuel pump)
Vacuum leaks (intake manifold, vacuum hoses, throttle body, EGR valve)
Bad gasoline (fuel contaminated with water or too much alcohol)

Sometimes, what feels like a hesitation is actually ignition misfire rather than lean misfire. The causes of ignition misfire may include:

Dirty or worn spark plugs
Bad plug wires
Weak ignition coil
Wet plug wires
