1990 Ford Mustang belt and starter

I have new motor and wonder how you can check belt tensioner. I was told if you could pull it up by hand was going bad. also their is a metal tab, should this be at the top? center? bottom? and next question, when i start the car the starter keeps cranking. is this due to bad starter or ignition? my battery voltage does not charge unless i rev it up to about 4,000 so im thinking belt tensioner since i have new belt.

your right on all points of your question, as far as the cranking, it could be both, starter or ignition, try to get yourself a cheap remote starter. or I know there are other ways to get the starter to crank but I cant recommend that. but if you can do it with either the remote start or the other way, that will tell you if your starter is sticking or your ignition is sticking

I would also suggest a new starter cylinoid. My Mustang had the same problem. $10.00 fix, and it works great. Fox bodies are known for going through cylinoids.
