1989 Ford Mustang 4 cyl Two Wheel Drive Manual

MY CAR WONT TURN OVER. I TESTED THE BATTERY IT SEEMS TO BE GOOD, I BENCH TESTED THE STARTER AND IT IS GOOD, I REPLACED THE STARTER SELINOID. 3 WEEKS AGO I REPLACED THE IGNITION MODULE AND THE IGNITION SWITCH.
THE PROBLEM IS WHEN I TRY TO START THE CAR THE SELINOID WILL JUST MAKE A BUZZING NOISE. WHAT ELSE CAN I DO?

How did you test the battery?

Double check the starter solenoid if okay could be the starter overrunning clutch is slippping, also connection problems.

BATTERY MEASURED 12.4 AT THE POSTS. HOW CAN I MEASURE VOLTS GOING TO THE STARTER, UNDER THE LOAD. CAN I BYPASS THE SOLENOID TO TEST THE SYSYTEM.

Short out the starter relay S small terminal to the battery terminal on the relay-did the starter engage the engine
