will a header or converter change or both change the gas mileage better?

Headers will increase power, but not so sure if it will give you better gas mileage, certain kinds are for power at low speeds and some for high speeds, do not get the low speed one or youll kill your gasmileage, also keep stock exhaust do not go to straight bypassing the catalytic converter and going glasspacks, that will decrease backpressure and cause you to burn up the gas.
