I would change the starter relay sounds like its sticking.

Make sure the battery cables are good and clean and tight on battery.

Have person hold keep turning and holding key to start. Feel cables. Do they get hot? Hold the cables together and try to crank vehicle. Do the cables jump? If so have starter retested.

Have the starter moved different angles when being bench test. May be shorted when turned certain way.

Follow the positive battery cable from the starter. Will lead right to it!
