2002 Ford Focus FROZEN ?

During the holidays wasnt using car then went out to turn the car over , the engine management light was flickering on and there was a wirring sound from one of the belts ,switched it off thinking it was just cold , next day it wont start and the coolant dosent seem to be frozen ? EDITED i have since found out it is a burst pipe from the power steering causing the belt to make a noise from the dry pully 200 pounds to fix ouch

Could the whirring sound have been from the starter spinning while the key was turned, but not engaging the flywheel? Check batter see if it can be jump started, be mindful of the cable connection, hooking up jumpers wrong will bring more problems...
