1989 Ford Festiva Repair Question

1989 Ford Festiva my fuses might be blown
my blinkers and seat belts and gear shift stoped working after i accidently touched a ripped wire to metal. is it a fuse and were is it located?

Tape the bare wire
Inspect and test fuse no.3 and no.11 see below
