Ford F-350 Repair Question

Starter will not crank

I have a 1990 Ford F350 diesel pickup.When I turn the key to start the engine all that happens are clicks.I have had the batteries test-ok.The starter tested-ok.The starter relay was replaced-still nothing.I've put on new battery cables-still hearing clicks.The clicking is coming from the starter relay and the starter solniad.Need some help with this problem.

Can the engine be turned over by hand?

[quote="peppermrj"]Can the engine be turned over by hand?[/quote]I'm not sure what you mean by turn over by hand.I can pull start the truck and the engine wii start.Another test that I've done was to put a jumper wire from the positive battery cable to the starter relaytop post-still clicks.Any Help will be GREAT

Engine can't be locked up if you can get it to catch in gear.
I'm betting on a bad solenoid.
