Diesel engine not getting fuel and keeps shutting off

1999 Ford F-350 Power Stroke V8 with almost 200,000 miles. When I try to start my truck in the morning it takes 10-20 minutes of warming up before I can drive it without it shutting off. Recently it has started taking longer and longer to warm up and keeps shutting off on me during the process. This morning it took 30 minutes of me trying to keep the engine revved (it kept shutting off during this process) before I finally gave up. I recently replaced the fuel filter and I checked it this morning too, what I found was that under the fuel filter there was all my diesel fuel! It was spilling out all over the place after I removed the filter. It seems like the truck is not getting the fuel it needs but I don't know how to fix it.

All Ford obd2 diesel trucks does provide codes and they are extremely accurate and confined. 200,000 most failure cpt on performance and start up is the oil pressure regulator. Got to know what's the rpm and start up pressure with running pressure? Look up the scan tool and tell me what kinda number's you have got or if there's any code. Also injectors with neglected maintenance is a high replaceable item. Did and still make a lot of money on 7.3 power stroke.

Good afternoon,

Is your filter on the top of the motor or under the truck on the left fuel rail?

I attached a picture of the filter mounted on top and need to know if this is the system you have.
