Brakes not working properly, shifter won't shift.

I have a 1996 F-350, millage 112000, with a 7.3 powerstorke, automatic transmission. Reciently when stopping I have noticed the breaks will stop when moving, but after stopping, when I roll forward the brake pedal is hard. No power brakes. This happens also when backing up. I have checked the break fluid, have check for vaccume, have replaced the power break booster. Also, after changing the break booster, I can not move the automatic gear shifter out of park. I have tried this when the truck is cranked and my foot is on the brake. When the truck is off the shifter will move. I can crank the truck in neutral, but the brake problem has not been corrected. When I back up I feel there is even less brake. What can I do now?

did u check the vacuum Source
needs to check if u has enough vacuum on the booster
As for shifter u must have disconnect something while changing the booster
Look for a wire or plug
Do u have brake light when step on brake if not check the brake switch because that might do it
