I have a 2003 Mustang GT and have not been shifting before 3500 rpm or doing so by sound, but never going near or over 4000, is there a written or unwritten rule?

If you are in no hurry and just cruising, 2,000 rpm should be just fine. When I drive my Mustang around the city I shift between 2,000 and 2,500 depending on how much of a hurry I'm in. It's a V-8, so low rpms are better for cruising.
