89 F-250 5.8L code 41 EGO lean

Pulled a code with my new handy dandy code reader. Code 41 indicates "Exhaust Gas Oxygen sensor: voltage signal always "lean" (low value) does not switch."

The terms "always" and "does not switch" refer to the condition does not change when the engine is rev'ed.

So, do I have a bad sensor or a lean condition that the sensor has correctly identified? At $45.00 for a new sensor I didn't want to try a sensor.

How do I approach a lean condition?

Take a couple of minutes and shoot the timing gun at the truck.

Attempted to check the timing.

The pointer bracket has both a pointer and a circle with no indicators for degrees. I didn't see any marks for degrees on the wheel.

Is TDC with the mark in the circle or at the pointer?
Where are the degree indicators?
