, 66,500 miles stuttering horn and then blown fuse

I have a Ford F-250 with 66,500 miles with the power stroke motor. My horn suddenly started to go off with a stuttering sound. When I pressed on the horn it sounded normal but when I let off it would go back to stuttering sound. Is this a possible relay issue? The fuse did blow but now cruise control does not work and the auto light feature is intermitten.

Thanks for any help on this.
