1995 Ford F250 Will not start

I have a 95 powerstorke that will not start, i drove it to work on monday morning then went to go to lunch that afternoonbut the truck would not start. there is not any smoke coming out of the tail pipe when cranking the engine. i also can not here the fuel pump when i turn the key on. So my question is where is the fuel shutoff switch locared on this vehical. the owners manual say rightside of the dash in front of the door. But it is not there any help is greatly appreciated

Inertia Fuel Shut-Off Switch.......Behind right kick panel .. you have to remove the kick panel

That is the location the owners manual said it would be but it is not, all that is in that location is 4 wiring harneses no switch.

I have checked all models and years above and below your vehicle .. and they are all in the same position

Inertia Fuel Shutoff (IFS) Switch
All models use an electrical interrupt switch in fuel system. During a collision or vehicle rollover, electrical contacts within inertia switch open, shutting off fuel supply to electric fuel pump. Fuel supply is interrupted even when engine is running.
A reset button is located on switch assembly. If electrical circuit trips, vehicle will not restart until switch is reset. Fuel system should be inspected before resetting switch.
IFS switch is located below right side of instrument panel, behind trim panel.
