1995 Ford F250 Truck stalled and won't start

My truck started running really rough then died and won't start. It turns over fine and sounds like it wants to fire but won't start. It's got a 7.3L power stroke diesel. I pulled the fuel filter and the fuel filter reservoir is empty even though the fuel tank is full. Should the fuel filter reservoir fill via an electric fuel pump when I turn on the key or is it a manual fuel pump and the engine has to turn for it to work. In either case the reservoir isn't filling up. What should I check next?

You have a bad fuel pump or possibly the FP regulator.
The regulator is operated electrically, but I would suspect the fuel pump.
Do not try any type of starting fluid on a diesel.

If equipped with an injector pump, I would get this fixed soon, because running the injector pump dry will cause it to fail and as you probably know, they are not cheap.

Is the pump in the tank or is it engine driven?
