1995 Ford F250 Starter will not engage.

I have a 95 f250 powerstroke diesel. I just replaced the starter and batteries and battery terminals. The other night I pulled up to my house turned off my truck, went to go leave and nothing. There is no noise of the starter even trying to engage; no click. All my lights come on and I can hear my glow plugs heating up when I turn the key. I had my new starter replaced as well as the starter relay that is mounted on the passenger fenderwall and my batteries fully charged. I bypassed the starter relay and put the small red wire from the starter onto the positive side of the relay and my starter engages then. Dont think its my ignition because if it was I dont beleive the glow plugs would engage. Cant think of what else it might be.
