1989 Ford F250 fuel supply system

Engine Performance problem
1989 Ford F250 V8 Four Wheel Drive Manual 166k miles

i have changed out both internal fuel pumps also the one on the rail and the filter. i have also tried 3 fuel pumps relays. when i bypass the relay it runs fine but when i put the 3rd relay in it wont start acting as if it doesnt have any fuel. does any one know what this issue is and how to fix it

have you had the inertia switch tested or sure that its not needing resetting?

how are you bypassing the relay, jumper wire?

how about if you use the dlc connector under the hood, find the fuel pump terminal and ground it out with key on, pump turn on?
