If you hold the pedal at highway speed and going up hil/light incline the engine will bog and drop down to usually around 55 miles an hour or so and if you keep the pedeal steady long enough it will regain powre and suge back to cruising speed. At the same time when itsboggs down if you give it some pedal it will surge and regain speed aswell. This problem used to happen no matter what grade you were on until I changed the plugs, wires, cap and rotor, and the fuel filter. Now it seems like only going up hill.

Check fuel pressure and exhaust system for restriction

Possible Causes of Engine Hesitation or Stumble:

Dirty fuel injectors (cleaning the injectors often fixes this).
Bad MAP (manifold absolute pressure) sensor
Bad TPS (throttle position) sensor
Bad or dirty MAF (mass airflow) sensor
Low fuel pressure (leaky fuel pressure regulator or weak fuel pump)
Vacuum leaks (intake manifold, vacuum hoses, throttle body, EGR valve)
Bad gasoline (fuel contaminated with water or too much alcohol)

Sometimes, what feels like a hesitation is actually ignition misfire rather than lean misfire. The causes of ignition misfire may include:

Dirty or worn spark plugs
Bad plug wires
Weak ignition coil
Wet plug wires
