Tempature gauge goes to hot after 15 minutes

I have a 1996 Ford E150 5.8 engine with 146,000 miles.

Reccently when driving more than 15 minutes the tempature gauge would go to hot.

There is no fluid leaking anywhere. Replaced the thermostat and radiator cap. Radiator is less than 1 year old.No noise from the water pump.

Rebuilt transmission about 5 months ago.

Could this still be the water pump or some kind of a sensor?

Is the radiator full and the overflow as well?

It does not matter if it is city or higway still goes to hot and when you stop the overflow is bubbling. Fluids are all fine
