My Ford F-150 is rocking

My 1995 ford f150, 116,000, 5.8L has a rocking feeling at low speed like under 20 to 25 mph. I changed shocks and that didn't do it. I changed coil springs because one had broke and it still rocks. It almost feels like the tires are not on all the way, but they are.

Sounds like a shifted belt problem in one of the tires.

First you need to find it.

Before you jack it up, rub your hand around the outside of the tread and feel for an abnormal bulge.
If you find it, replace it.

If not, one at time jack up the truck so the wheel is off the ground and spin the tire watching for a wobble or high spot. Somthing that make it out of round.
