2006 Ford F150 vehicle will not start

Attempted to start car, would not start, now with key removed, alarm light on dash is flashing fast, can hear clicking noise from behind/under back seat, no interior lights, will not start, running lights lit very dimly . battery showing 15 volts. nothing electrical works, key fob will not operate door locks.

Are you testing the battery with an external voltmeter, or the trucks gauge?

Checked with an external voltmeter. Got 15v with battery diconneted. When it's connected voltage is less like something is drawing it down. Also stearing wheel is not locked and can not move shift selector.

All fuses checked? There is a tech bulletin for the starter terminal, a new wire harness pigtail kit is out to fix no stat issues for that, but this seems more like a modules, I recommend a scan with a Ford scantool, generics do not read the "B" and "U" codes.
