Stater selonoid is good, battery is good, stater is not engaging wen the key is turned but wen grounded by the selonoid the starter works. Could it be a relay? Or an ignition switch?

On the starter relay short out the small terminal label S to the battery terminal on it coming from the battery did the starter engage the engine if so-check the transmission range switch and ignition switch
