2004 Ford F150 Rear wheel won't come off

I'm trying to replace rear brake pads. I cant get the rear wheel off its rusted frozen to the hub.

Any suggestions on how to remove it

Update: Tried loosening lugnuts and driving, hitting with sledge hammer and dropping off jack, nothing worked.

Finally used penetrating oil and heated up the wheel around hub with a propane torch. Then gave the wheel a good kick and it fell off. After the wheel came off changing the brake pads took 15 minutes.
