1997 Ford F150 Slip or Hesitation before trans engages

Transmission problem
1997 Ford F150 6 cyl Two Wheel Drive Automatic 81000 miles

My 97 F150 will hesitate momentarily before engaging first gear. It then will drive fine. I had the fluid level checked, it was full. Had a service, new fluid and filter, still acting up. Changed the internal solinoids on the valve body because mechanic told me it was giving the code for a bad soliniod. It will work fine with NO problems if you manualy shift it into first.
I am at a loss. Local dealership has no or will not give any advice.
