1993 Ford F150 transmission won't shift

with the key unlocked and engine not running,the transmission shifts from column. With the key locked, engine will start but column shifter will not shift.

With the key unlocked and transmission shifter in neutral, engine will start, but once column is placed all the way into park, column shifter will not come out of park.

With engine started from neutral, transmission shifter can be backed off into park position but needs to be held slightly to right of (P) to allow transmission to shift with engine running but as soon as the key is turned back and engine shut off again the column shifter locks in park.

Is this an indication of a bad ignition swith lock.
