1991 Ford F-150 Mojor miss

I have a 91 Ford F150 with a 351 and Automatic with OD. It has what I think is an ignition module on the drivers side fender. It has 2 wires that come out of it and they have what looks like a fuse that is plugged into them (I was told it is called a shunt). With the shunt pulled out the truck will start but misses big time, when I finally get it to a running speed it smooths out untill I gas it again. Does this make sense to anyone?

With the shunt plugged in the truck won't even start. It turns over but will not start at all. When the truck is running the overdrive light on the shifter blinks. It has new plugs cap and rotor.
