1989 Ford F150 Transmission Issue

I have a 1989 Ford F150 Lariat XLT 4x4 that won't shift out of first. We have swapped out the transmission and its still won't shift. The 4x4 engages and everything else works, but it won't shift. Does anyone have any ideas? They would be greatly appreciated.
