1986 Ford F-150 fuel pressure

I dont understand why engine after hot will not restart unless I releive fuel pressure. Pressure on rail is with in specks running or key off. But the 3rd injector leaks fuel past oring causing it to push fuel out of top of seal area. What is the deal here

Its on specs-did you do this test with and w/o the pressure regulator.

Recheck the pressure and fix the leaking injector O-ring and give us the readings-

With the pressure regulater- engine running, it is 32psi. Engine off key on after turning key on and off about 5 times, pressure is 40 psi with regulater. With out engine running it is 33psi. And I cant get the injector to seal. All others is fine, just that one. I replaced the o rings 2wice. After the engine gets warm it goes to a high idial as well. Is this something to do with the fuel leak leaning it out to much? Dont leak till it warms up to normal oprerateing temp? Could there be something up wiht the ecm or modulater
