2002 Ford Explorer Not getting fuel to the fuel rail. Plea

Engine Performance problem
2002 Ford Explorer 6 cyl Four Wheel Drive Automatic 170000 miles

I have replaced the fuel pump, filter, FP relay, and crank sensor. However it will still not start. I have strong spark, but when I release the shrader valve I get no fuel out of the rail. Now when I remove the fuel rail pulsation damper and reinstall it and then turn the key on, the fuel rail will charge with fuel but just enough to get it to try to fire. Then no more fuel in the rail again, unless I take the damper off and do it again. Is it my damper that has gone bad? Its a $400+ part dealer only. I don't know what else it could possibly be. Any help would be greatly appreciated.

These symptoms same as before pump replaced? Check fuel pressure regulator any fuel in vacuum line? What is Key On Engine Off fuel pressure?
