1999 Ford Explorer noise and shuddering

2 days ago I noticed the steering making a rough shuddering noise (and you can feel it also) when turning the wheel. This is very noticeable when stopped or starting to turn. Even at higher speeds I can feel it sometimes. It does not do it all the time but I have not noticed it more and more.
No noises when stopped and not turning the wheel.
i thought it might be a bad bearing in the wheel so I changed that and that didn't help. Steering fluid is fine and doesn't seem to be an odd color.
So is it the rack and pinion steering unit or hopefully something easier.

I have seen the rack fix that and the pump as well, common problem for Fords. Try draining the fluid out of the pump an putting in new with about 3 Tbsp's of motor oil in it and give it a little while to work in, sometimes that will fix it, otherwise you are probably lookingat a rack unit
