I just purchased my fav vehicle 94 explorer yesterday I drove it 1/4 of mile from dealer to gas station oil and trans were dry I filled both engine is perfect however 1st and 2nd gear appear to only shift once I reach 4.5 rpm there is no drifting, fading or rolling backward even on steep hill when in drive. I called around and general thought is that it sounds like a sensor I would appreciate your input on this matter thanks very much

This sounds like a vacuum modulator problem.

First, locate the modulator. It is on the Right hand side of the transmission near the center of the case.

Next, check for vacuum at the vacuum line connected to the modulator. With the engine running, ther eshould be manifold vacuum at that line.

Next, look for transmission oil leaking from the modulator. This would indicate a ruptured diaphragm in the modulator.

If all of these checks are OK, then check the kickdown linkage on the LEFT side of the transmission. This should operate freely, and return under its own power.

FYI - there are no sensors in a 1994 transmission. The only electronics are a solenoid for torque converter lockup and a solenoid for overdrive inhibit. These solenoids do not control shift points.

I hope this will help you out!
