1993 Ford Explorer plugs on one side fuel fouling

I have a 93 Ford Explorer 4.0 XLT all three of the plugs are fuel fouling on the passenger side of the engine, the other side is fine. I have been trying to figure this out for months. They foul within 10 minutes of driving. Can the Electronic Engine Control cause this? I have brand new plugs and wires, so I know its not those, the plugs were fouling before I changed them out.

Have you checked the coil? Also, have you checked fuel pump pressure to make sure the regulator is working properly?

No, I havent checked the coil yet. I was told that since there was only one coil, if it messed up, it would affect both sides of the engine, not just one. I havent checked the fuel pump pressure, but I replaced the fuel regulator because my old one was leaking into the vacuum lines.
