1991 Ford Explorer overheating, steam from vents, leaking c

My 1991 Ford explorer is loosing coolant. Think problem is in heating/ cooling system but could actually be engine block freeze plug. On start up, a strongly anti-freeze scented steam will come out of the vents but there is an obvious leak from the area where the engine block freeze plug is located (behind tire near fender wall). Could possibly be leaking from heater core as it is just above the area where it looks like the leak is coming from. The vehicle does overheat because of the fluid loss- to drive 20 miles I had to add coolant twice! Any ideas?
