2004 Ford Expedition surge in brake pedal
Brakes problem
2004 Ford Expedition V8 Four Wheel Drive Automatic 86000 miles
replaced front rotors and pads still feeling surging/movement in brake pedal, checked rears and the rotors are smooth and there are plenty of pad left. can the rear pads need shimming because the outer pads seem to just ride in caliper unlike the front pads that actually lock on the caliper.

Have you checked to make sure the rear rotors are not warped?
