how do i find the starter and how do i know if my starter is the problem.i heard a loud noise cut the car off tyied to start back up and heard only a clicking sound

A clicking sound usually indicates a dead or weak battery. What type of noise did you hear?

i have a new battery,its a clicking sound and smoke when i keep trying to start the car coming from the hot wire by the starter

The starter is shot!!! Be careful because it can catch fire. Make sure the wire that is smoking hasn't been damaged.

Disconnet the battery, remove the starter, and have it bench tested at the local parts store. It sounds bad to me unless you locked up the engine.
