Disconnect the battery and inspect the cables to make sure they are ok. Battery acid over the years can cause a problem with them and you don't want the positive to short out. Next, if they are good, have a friend turn the key to the start position while you check for power to the smaller wire on the starter. You should be getting 12 volts. IF you are, chances are the starter is the problem. Remove it and take it to a parts store and have it bench tested. Most will do it for free. That way you will know if that is the problem. Also, make sure the battery terminals are clean and tight, and the ground on the engine block is clean and tight too.
