1999 Ford Expedition won't start

I was driving my expedition on the highway with the cruise set, it all of a sudden rapped up twice then I lost ALL power. I cleaned a few cables, checked what I thought about (oil, belts, etc.) I now have power but it won't start. It just clicks over. Any suggestions to where I can fix it myself? Thanks~all apreciated. Misty

Load test the battery and makes sure it has an open voltage of 12.4volts and higher. Battery okay check fuse 21 15amp fuse if okay hold key to start position and check for power at the starter small red wire. No power there test the digital transmission range sensor at left side of transmission
